Dynamic Difficulty Question

So I have seen a bunch of people using this in RTTS or Franchise. Is it an option in local multiplayer? Like if a friend of mine who is new to the game wanted to use dynamic difficulty while I played on the legend difficulty?

You can choose for it to be dynamic, or whatever difficulty you like. I keep mine's on beginner because I enjoy destroying the CPU too much.
