Anyone else sometimes not receiving TA rewards for one chapter at MTO gateways?

Has now happened about half a dozen times in maybe twice that many playthroughs; moments ago, I passed the AS Break gateway, and received TA rewards for only Chapter 2 for the NL Central. Got the message for it and everything, but nothing for Chapter 1. I have not completed the corresponding chapter, either.
A couple of times, those rewards have showed up a few hours later, but it's been a week for a few, so I'm guessing they aren't going to come sliding in any time soon.
I've contacted support to see what happens, and didn't see this topic mentioned so wanted to know if anyone else was having this issue?
Doesn't even matter which chapter, some have "withheld" chapter 1, some chapter 2. Most of them have happened at the AS Break, maybe a couple at the end of the season, don't think it's happened during the playoffs or later.
