Ranked difficulty

What is the difficulty when playing Ranked? Also does it take the highest ranked player or the lowers? So if your in the 700’s playing against someone in the 600’s is the game in all start or HOF?

All star difficulty 400-699
HOF difficulty 700-899
Legend difficulty 900+
Higher opponents rating determines difficulty level
