If you have quick counts on in the settings then the manager will ask you to steal the base. If you have it off then they never suggest it. I am not playing this years game, so I don't know where the setting for this would be this time, but somewhere in the gameplay settings I would bet.

I only play RTTS here and there but they ask me to steal once in a while without quick counts. Usually it’s with 2 outs and they didn’t do it until my players speed got into the 60+ range.
