Question about the Reaction Attribute

Does it factor into stealing and a catcher throwing?
I've noticed that sometimes a catcher with a lower ARM attribute can throw out a player with a 99 Steal attribute, and sometimes players with high Steal attributes seem to have a delay when they begin running.
Are there pitcher attributes that make the players with high Steal attributes wait to run? Is it a lower reaction time that the runner has?
Just curious if anyone has figured this out.

I’m pretty sure it has a big part of helping catchers reacting to pop ups and passed balls. It probably helps a little in throwing runners out too but there’s a quirk called catcher pop time that makes them jump up faster. As for base running I don’t think it helps. Base running aggressiveness helps for that. Reaction is more for fielding
