Is Mini Season's AI Stamina an intended mechanic?

Or is it an oversight? It feels pretty unfair to me to go through a long, long game where both myself and the AI end up burning through huge portions of their bullpen, only for the next game have the AI back at full strength. It feels like a punishment for me not quitting after a few innings if nothing else.

That just happened to me. The game went 6 innings and my pitching staff is gassed but theirs is at full strength. Makes sense /s
