Intentionally freezing the game

Why has sds not put something in place to fight this? This is getting ridiculous. I have limited time to play and I hit a deep gap shot and the guy freezes the game.

Why does EVERYONE think it's their opponent who freezes the game? Pretty sure freeze offs are caused by errors in coding.
