Does anyone know what a hitters hot and cold zones actually do in game? Does it effect pci size, or does it effect power, or both?

Maybe I'm off-base here, but I think they might be glitched, at least for players that SDS didn't handcraft.

They do nothing online. As far as offline vs cpu no clue. I ignore them.

I would think hot and cold zones affect a lot of outcome with lower grade cards. In higher grade cards, I would think hot and cold zones would affect the outcome less because of +99 rated attributes. I hope so at least, because I will usually try to locate the first pitch of an at-bat to a low cold zone. I play mostly against the CPU, but played online somewhat often in last year's game. I can't remember my total online ERA last year but if my memory serves me well, I think it was pretty good.

I do know that hot and cold zones for hitters in RTTS will change based on performance. My guess is that hot zones in RTTS will become brighter in the part of the zone where you start your PCI.
