Can you actually propose trades or are you at mercy of game when comes to trades after you setup the trade block?
I know you can show interest in certain players and shop your players on trade block management but far as I can tell you cannot propose actual trade.
Need to improve the Rangers Bullpen badly. -
You can only propose up to 4 players and highlight areas that need help. The rest is at the mercy of the CPU, although when I identified specific (and fairly realistic) players, they usually came up in trade offers.

You can target players, but not likely to see a trade offer for them unless they are selling at the deadline. You will get plenty of offers and since it is a 1 year mode, they are good offers, I always put my top prospects on the block, no reason to not trade prospects for stars.

Agreed. One MTO season I got offered Yelich, Baez, and Scherzer. Jumped all over those lol

I keep just getting terrible trade offers
