Last year the equivalent XP would have put it at just over 81,000 XP. (70 stars out of 300 needed for the boss packs)
Big drop. Constant cuts in ways to earn XP + servers that don't let you earn in game XP + a program that expires in less than two weeks = a massive shift in direction for SDS
Compare your 35K Eric Davis Collection to the 15 or 20 stars it would've been last year...

Adjusting to change is hard but that's life. The new system makes way more sense. It was never going to be a 1 to 1 change that said I didn't get the XP to Stars conversion chart with my pre order so I may have no idea what I'm talking about

The boss cards are already so low that after this weekend can all be had for for likely less then 30k each

I got the boss, it can be done in the next two weeks, if you feel it's even worth it.

It just represents a shift in stance from SDS that I honestly don't like, and has me worried for the future of the game.
I'm pretty sure I'll get to the bosses eventually (assuming the servers actually start working eventually, as I was locked out pretty much all night for every other night this week), but things like making conquest maps expire and cutting XP rewards are steps backwards from the design decisions that earned SDS praise in previous years.
And it's problems that are being exacerbated by the server issues. Given that it seems likely that you won't be able to complete anything on the first inning program once it's finished (unlike previous years), each day lost puts us more and more at a disadvantage to complete the program.

What was the mode you played the most or feel gave the most XP. I felt it is Showdown, CQ and moments and to stay away from online play for xp.

I played a bit of all, but I found conquest to be the best xp gain. I don't trust the servers enough for RS yet.

Perhaps it is fair.
But it’s undeniable that the value of program tasks have been drastically reduced. What is the rational in making that change?

To be fair I hadn't noticed that. I hadn't checked the daily missions in days due to them just not being worth focusing on. That's good news and does alleviate some of my concern.

Say we take stars from conquest and missions etc completely out of the equation last year. From strictly gameplay it was 1 star every 2000xp. That was proven multiple times over. In that scenario 300 stars= 600k XP, already 250k less this year. Daily missions already got the XP bump they needed as it was probably a mistake being so low anyway. My personal opinion is that you are all searching too much for 1 time XP boosts just like star boosts last year. The real XP comes from just playing the game. If your goal was to just do the player programs, conquest, moments, showdown, and daily missions and nothing else (the bare minimum) and get the boss then IMO you weren't meant to get there. You have to play the game

It's def. reduced, mine didn't seem to register 80K xp, only 35k
