Because they literally can’t make any changes to his homerun derby card to make it a 99. What are they going to do, Increase his contact? Almost all of his his were HRs. Increase his fielding? He is a DH

There are a lot postseason cards we were waiting on that never came to be. Personally
I think the absence of a John Smoltz 93 overall 2020 postseason announcer card is particularly egregious
