What makes Prime (95) Rob Dibble so good?

I bought him under the advice of CBrev that "he was the best relief pitcher in the game," so I was hoping for Signature Series Kenley Jansen-level of dominance and I have been very underwhelmed by his control. I know there is a right and a wrong way to use most pitchers in this game so I'm assuming I'm just not mixing his pitches correctly and working off the right pitch.
Anyone got any tips?

Are you using him on HOF+ ?
The main draw is speed differential, it's elite. The cutter/slider coming off of a fastball is almost impossible in the upper difficulties to time up, the hitter would have to guess fast/slow.
Sliders up work nice into lefties..making sure that every single cut/slider u throw isn't a ball is helpful. Or else people will just sit on the fastball and take their walks otherwise. With dibble it's honestly simple, you're really relying on the overpowering fastball and sequencing from there -
I like my kill pitches to be on the outer half vs. righties and off the plate in vs. lefties with Dibble. Set up those kill pitches before you go for them. Most people are going to sit 102mph, but don't let that take away your ability to use your fastball.

His pitch speed differentials. He throws 102/92/82. If you can mix that up effectively, nobody is going to touch him.
