Besides the "in game" tasks, the only time I've ever gotten a starter some pitching clutch is if he gets pulled and a save is recorded.
And as to control, there are a few rare-ish "in game" tasks that award some "overall" control, and I usually wind up getting them on my break-oriented closer, but the individual pitch controls can only be increased by off-day work (sometimes it shows up in the training room as well). Heck, as to each pitch's 3 stats (velocity, break, control), only one of them (based on it's "type") can be increased in-game by getting non-foul strikes - the other two can only be increased on off days. Which isn't bad when, as a pure starter, you get a session between every start, but as a 2-way, who only gets sessions once a week, it's a slog.
