I've managed to get my friends list to show using a couple methods. Everyone shows as offline, but it shows up and I can send/receive invites.
1 - Restore Licenses in PS5 settings
2 - Disconnecting/Reconnecting from the Internet in the PS5 settings while in game

They don't always work on first try, but after trying them both (mostly number 2) repeatedly the friends list shows up.

Thanks #2 worked. That was bothering me
