By level I didn't mean OVR, I mean which level of pro ball you are currently in. I always had the bullpen option come up. It sounds like that was/is your problem. I really suspect you only get the opportunity to add the 4th and 5th pitches while you are still in the minors, perhaps only while in AA.
But like I said it isn't always there in bullpen every time you get the chance to train.
