Why don't they have higher caps on Card types

Rookie, Breakout, Allstar, etc.

I know they eventually will lift it to get someone like Honus from last year, but why wait??

Even if the cap is unreachable at the moment, SDS always seems to be allergic to carrots and how they help players wanting to achieve a goal. Why not put more rewards for collections here too? Like more than one super high card. One for collecting 50 Allstars, 25 Prime, etc..

Dangle more carrots. This part of DD always feels incomplete and missed opportunity
