Wait. Did I just correctly hear that from him?

May be late to the party on this subject.
But I just watched a video from Gomes and he stated the WC was so messed up that people, who talked their rating, actually still got the rewards, from their highest rating, even though it had them playing in a lower tier due to the mishap.
So, if you made 900 rating and decided to tank down to the 400s, you got the rewards from the 900s tier; even though you played against people in the 400s.
Plus those WC packs were giving out 88-91 LS Diamonds instead of Kluber and Correa.
Wow, talk about a total screwup.
Good thing I don't touch Ranked, if at all, until the end of the game's current cycle.

It's not a "mishap". It's how the mode was designed. It was a bad design, granted, but it's working as intended, so why wouldn't they get their rewards?

They, SDS, Saud in the stream that no matter what ranking you were at, when WC started, you would play at the highest level you obtained.
So if I made it to 800s and then tanked to the 400s; I should have to play my games against other players rated in the 800s.
The way it worked this weekend is that if you made it to the 800s, and then tanked the 400s, before WC started; you were still eligible for the rewards in the 800s tier. But you played your games against players in the 400s.
If they keep it like that; what's to stop everyone that reaches WS, or higher, tanking down to the 400s every WC. So they can play lesser skilled opponents but still get better rewards.

No, they claimed matchmaking would be based on a combination of your division and your current rating — just that the division is based on highest rating, not the matchmaking. I posted on here back in March that people would tank their rating.
They should have reset everyone to the bottom of their division’s rating (so if you’re in the 800 to 899 rating, you’re reset to 800), restricted your search to just other people in your division (so you’d only play people in the 800 to 899 rating), have your difficulty set by your division (so if you’re in 800 to 899, all of your games are on HoF even if you go above 900), and stop giving out ranked rating rewards (so if didn’t make WS prior to Weekend Classic, you cannot make it by getting over 800 during Weekend Classic — your opportunity to exceed a new threshold ends when the ranked season ends and Weekend Classic starts).

Hopefully the team will close this loophole. People just suck.

Yes that is correct. Not because I tanked on purpose. Because I just started losing regardless of my inputs

My peak rating was about 620 during this RS cycle. I lost my last game before the WC started, and went down to 580. I'm still playing this weekend in the 600-699 group for what it's worth.

Agreed. This is exactly how it should have worked.- WC league based on highest rating. I agree with this decision by SDS. If you want the best rewards you need to climb the ranks during Ranked Season.
- Once WC starts you should only be playing those in your league and at the same difficulty of your league throughout the weekend. WC matchmaking should be completely separate from how Ranked Seasons works. It is completely unreasonable to have to play at a harder difficulty especially when you wouldn’t even get those better rewards were you to win.
- The leaderboard is just a mess. Unless I missed it, I feel it was a bit deceitful to start people with negative ratings change if SDS never mentioned that. It feels like it was done because SDS had a feeling people would try to cheese the system. I tried to think of a better way to rank people besides ratings change. Number of wins would potentially just work in favor of those that were able to play more. Win % would require everyone to play the same number of games which is unreasonable. So I think ratings change would work best but everyone should start at the same level.
Changes definitely need to be made for the next one.

Changes DEFINITELY need to be made. Will they be made? Doubtful. I wouldn't even out it past them not even mentioning how messed up this weekend went.
