Wanted to start a new Franchise with the Cubs and no matter what roster I start with Imanaga is not there. I know he is in DD. What’s the issue?

You have to load the live roster from the main menu and then start the franchise choosing current roster. You can preview the roster when you're choosing your team before entering the mode.

Piggy back off what Wiglaf stated, if you cancel mid-starting a new Franchise it will load default rosters. To re-load live rosters, go to Settings cog icon in main menu -> File Management -> Load -> Rosters -> Live Rosters.
