Leading Off and Defense Positioning

For next year, can they lengthen the time between pitches? Forget a two step lead, there are times I can't even take a one step lead off before the pitcher delivers the ball. Also, bunt base hits at 3rd base are rampant as I can't move in far enough before the pitcher starts their delivery and I'm locked in place.
