Offseason trade logic = stealing draft picks

The trade logic is super bugged out when an offseason starts. Literally any signed draft pick can be stolen from CPU teams, including their generational talents. I hoped this would be fixed, but it’s still in the game and it’s a bigger problem than ever given that the high-end draft picks are better than they’ve ever been.
