XP and PXP

I never finished the WBC program, one of the hitters I needed to finish his mission was 7 PXP away from it. I played an easy game of mini-seasons that went four innings and the said player is in the starting lineup. So, even if he doesn’t get a hit, he would increase by at least 10 PXP no matter what difficulty for a PA. He was still 7 PXP away after the game.
I am aware that sometimes it takes a bit to actually get it; however, I also noticed I have been stuck around the same spot in the XP program for a while. I have been playing since early release and I feel I should be past where I am.
Is any of this a known problem?

Edit: closed app and reopened again, PXP were finally added. Still curious about XP.
