Does clutch go up and down

I think I know the answer but does clutch increase and decrease contact with runners in scoring position or is it just an increase? Example if someone has 100 contact and 70 clutch does the contact drop to 70 with runners on or does it only happen if clutch is higher?

Yes it would drop in your example... Basically clutch replaces contact from both sides when runners are in scoring position.

I groaned one time when I realized after stealing 2nd the batter had a clutch of 30 something. Yes it goes down.
