How do you change skill set in RTTS?

I created a catcher CAP and completed the Bronze tasks to get the silver one but I don’t see it when I go to change my Skill set to the silver one it only shows the bronze skill sets even though I unlocked the silver one already.

I wanna move my way up to the Diamond one but none of my stats are counting under tasks in silver cause I don’t have it equipped but clearly I have it cause I opened the pack for it but I don’t see it. Basically I’m playing and none of my stats are counting to get me to gold.
