Some teams choose to carry 14 pitchers. Why am I limited to 13 in Franchise mode? Can this be changed?

Because originally the rule was teams could only carry 13 pitchers. Due to the shortened ST MLB has delayed implementation of this rule until 6/1. At that point all teams will be restricted to 13 pitchers. No it cannot be changed.
