People getting banned

While I understand people being banned for buying stubs from outside sources; why not ban the streamers who advertise those sites?
I just watched one that put up the site and there was even a little discount if you used the streamer's name when ordering.

Because advertising is not an offense, I will agree that the viewers in chat should tell the streamer he's luring them into a ban so he should make better choices regarding his partnerships.
