I was playing this guy, and went up 8-1 in ranked seasons. It then froze on my guy walking around 1st base and he messaged me saying his screen went blue and I was going to win anyway” If I turn it off will I lose? I’ve seen some people say the other person quit during a freeze off but they didn’t know that until they turned their system off.

If it's still in a freeze; chances are he hasn't quit.
You could always look up his gamer profile on here and see if the games shows up in his game history.
On a side note: that would be an awesome addition to the mobile app: being able to lol up your dashboard and game history.
