Conquest issue

So apparently teams with a defeated stronghold can still reinforce their hexagons now? I just defeated Seattle and all they had left was 2 hexagons with 1 each and on the next turn they had 2 each. Then again on the next turn they reinforced again. Now I know how the Russian army feels.

I had this happen a few times last year as well, mostly on the USA map.

I had this happen a few times last year as well, mostly on the USA map.

I remember one map later in the year I had this, but never on the USA map. And I did the USA map dozens of times honestly. Hopefully it just this one Stronghold.
