Im trying to complete the Carlos Gonzalez program. But i cant start until i acquire his rookie card. Where and how can i find his rookie card?

Press triangle on the card, then go to the “Locations” tab.

He is one of the four evolution cards you get to choose from (I believe at bronze level 10). If you picked Eckersley, Pudge, or Matthews, you have to wait until you get a second evolution choice pack (I think at silver level 20 or 25).
