Must Accept Terms & Conditions for iCloud?

So a popup just appeared on my phone out of nowhere and it's asking me that if I want to continue to use iCloud, I need to accept their terms or conditions. Not exactly a situation in which I have a choice—I have a lot of photos on iCloud.
Is this where they start scanning your photos without your consent? I know the reason for why they want to do that, and I have nothing to hide, but I feel that my privacy would be violated—by apple or any third party companies it shares my stuff with.
It's like being forced to allow a stranger to look through your personal diary, it's just wrong.
What do I do?

Just say yes if you don’t have anything bad. If you truly valued your privacy you shouldn’t have bought an Apple product. Pretty much most of the A B conversations you have Siri pretty much Cs her way into it.
