What is the Point of an Outer PCI Ring?

I understand that it represents the vision attribute and it’s size is based on that. However, I think it’s quite ridiculous that when a user swings, and the outer pci is even remotely close to the pitch, it’s fouled off unless the timing is too late or too early.
I play mostly on HOF and Legend, and I understand I’m in the minority. I mention that because even though the pci sizes are small at those difficulties, there is still a ridiculous amount of foul tips on swings that would obviously be a swing and a miss based on pitch location and swing timing.
I understand it’s harder to hit this year for almost everyone including me. But there is still a ridiculous amount of ridiculous foul tips that extend ABs when we know a swing and miss should have occurred. it’s definitely benefited me in big situations as well, but I feel like this gameplay element causes frustration when ABs are strung out by ridiculous foul tips
I’m making this post because in my eyes, the outer pci is completely unnecessary and is simply a tool to prevent even more strikeouts for those who swing at almost every pitch.
Why not have just an inner ring that is slightly larger that what we have now. If the ball isn’t touching the edge, swing and miss.
I’m sure the majority wouldn’t agree, and I know this won’t be a thing this year or even next, but I think this would help to improve hitting and pitching for online play
