Less XP for playing on HOF difficulty??

Typically I play on All-Star difficulty and average 3000 XP per conquest game. On HOF difficulty, I'm averaging 1200 XP. Does this game really reward us less for playing on a tougher difficulty??

Nope.
Less XP because your striking out more and scoring less runs in all probability.
If you strike out the oppo side in 9-12 pitches you normally get 450XP
If YOU strike out in 9-12 pitches you;ll be lucky to get 50XP
If you score a HR or 2 you can easily get 1000XP in the inning.

Yeah this is the obvious answer. The XP is based on stats you accumulate with a difficulty multiplier.

I think the multiplier applies to PXP only

Oh okay, I wasn't aware of that. Whenever I play conquest I always play on the same difficulty so I've never noticed it.
