Game data back? From option 7 safe mode

My ps4 isn't doing so hot! Did option 7 from safe mode! I saved all game data to cloud. Uploaded the right way. Had to re-download the game . It's taking forever 3 plus hours.

My question once it's all done I would assume all my info! Stubs cards will be all there and good right? Cause I though game was downloaded it took 20 mins. Loaded into game and asked me to picky favorite team again? Why. Its like starting over! Is it cause the huge actual game file wasn't done and I just assumed it was. I didn't think u could load the game if it's not downloaded lol. Sorry im not the best with computer stuff. Any help would be amazing
