Perks not counting towards CAP

I was wondering why my CAP was so much lower than everyone else’s even though I completed 100% in both DD & RTTS...I added up my power and it’s only counting my equipment, NOT the perks..Even though I have them equipped & it says they’re active - They aren’t.
