I finished the map without stealing fans. Can I go steal fans to totally complete it or do I have to do the whole thing over again ?

Just steal the fans. No need to complete.

Once you complete it the first time, you no longer have to steal fans ever again.

You do not have to do it all over again. Just go in and complete the steal fans missions.
