That seems very strange. As though your controller is not working at all?

How it should work: move the left joystick to the left as you notice the P beginning a pick-off move. However, if you do this you will be picked off most the time - the computer is just too good at it.

How I do it: I hold the left joystick to the left while waiting for the pitcher to begin his delivery. If the pitcher attempts a pickoff, I get back safely >98% of the time. When the pitcher begins his delivery, and the fielder guarding the base I am at moves off to play defense, then I release the left joy stick.

    Hope that helps.

I'm saying my player is still standing completely motionless no matter how I push the thumbstick as the baseman tags me out.

Your holding the stick left??? Don’t push the stick, literally HOLD it until your ready to steal then go hard over. You’ll never be picked off

Push hold tap the left thumbstick early late on time my player is literally standing in the half crouch as if he was watching the pitch as the baseman walks up to me and tags me out.

You sure you are holding the stick left, the entire time the pitcher is getting set???

I think I figured it out. I have button for baserunning on and the left stick doesn't control for leading off. I have to hit the left bumper. I still don't know how to effectively steal.

Even after I've figured out the button, I have still yet to successfully retreat to the base when getting picked off. I am still hilariously completely incapable of stealing. I can't even practice baserunning, avoiding pickoffs, and stealing because that part of the practice mode doesn't appear to exist.

I am at the point where I swing for the fences on every pitch because if I get on base, I am a free out. My player has a .400 hitting average, I've thrown 1 hit games, and I can't do the easiest part of baseball, actually running bases. On beginner. With simplified controls. This is extremely frustrating and gamebreaking. I don't know how to make the settings any easier.

I am new to the game my opinion is that the baserunning is clearly glitchy. However, I will admit there are times I anticipate things happening and get caught off guard. I also wish there was a better camera angle for baserunning in general, but I would recommend trying a brand new controller, and if the issues go away you know the problem. If they don't, then you need to submit a ticket to see what the issue is.
