Why does Lucas Giolito have a -2 OVR rating without Inside Edge?

It doesn't appear that he has any of the "1-5 Stars" in the bottom right corner (plus I know he just played on Monday) and usually for starting pitchers, their Inside Edge rating impact only goes into effect the day they are scheduled to start.
...and from the looks it, Angels SP Dylan Bundy also has this. Does anyone know why this is?

This is also messed up in BR. I drafted a couple pitchers who had 4 or 5 star IE, after I got out of the draft screen I checked my bullpen and they both had the red arrows.

Interesting. Unless "blow-up starts" leave a lasting impact on ratings (which Giolito just had yesterday), I have no idea why this would be an intended feature.
