I completed all 5 AL East Moments which are 2 TA Points/Moment and it only gave me 9. Has this happened to anyone else?

Are u sure it's 9 AP and not 9%?

Yes. In the top left corner of the screen, it's at 9 AP and the progress bar says 6%.
