Completely new to the game and am coming from played MUT.
How much does daily/weekly actual performance drove increased ratings in cards, market prices, etc?
How often to players ratings increase? Do they ever decrease if they’re not playing well?
Do only certain cards get upgraded/downgraded?

I don't believe they have announced a live update yet but it's typically 2 weeks. Where you make stubs is when a player goes up in tier and there quick sell goes up substantially. For example an 84 gold has a quick sell of 1k, if it were to go up to 85, then a diamond quick sell is now worth 5k.
