Conquest Mode Steal Fans

I've noticed that since the last update, the "Steal Fans" phase of Conquest Mode has changed. I used to be able to steal up to either five million fans or one less than the amount that are in the stronghold, whichever is less. Now it seems like I can only steal a grand total of five million fans per team on the map. Is this 1) correct and 2) intended?

As far as I know conquest has always, even in years past, been steal 5 mil on Legend, 4 mil on HoF, 3mil on AS, 2 mil on vet, 1 mil on rookie.

But I have a feeling you are talking about something else. I never been much of a steal fans guy.
