I think you gotta realize though that the people that usually buy packs and/or stubs all have 2-3 million stubs lying around. They can still easily have a finest pack with the “locks” in it. The fan voted card will be in TA4

I don't think it would affect pack revenue, because last year every team got a finest, and then there were also locks.

So, all the TA could be the finest from each team, but the locks get put in packs.

There’s a math problem in here. Spend 40k on a pack to lose 20k. Or spend 20k on exchanges to get the card. Either way the stubs are disappearing. Maybes they’ll do both.
