How is speed really determined???

Chipper with a 68 speed? The guy stole double digit bases 5 times in 19 years....twice only eclipsed 20. Then you have a guy like Molitor who was as consistent as anyone stealing bases with a lower speed..
How are they getting these ratings?

Stolen bases have nothing/little to do with speed, players have actual sprint speed stats that are tracked and I assume that is what they use. That's why Lindor has such low speed even though he steals bases, his sprint speed is pretty average compared to other Major Leaguers.
Yadier Molina stole about 5 bases a year before this shortened season, but that doesn't mean he is faster than someone like Gary Sanchez who chooses not to run
Stolen bases more than any other stats are about a players drive, a player has to want to steal, he has to choose to steal. You can be fast and not steal, and you can be slow and steal.

Stealing double digit bases only 5 times in 19 years doesn’t exactly scream speed to me lmao

No, because stolen bases don't = someones speed as I stated above.
As @Ikasnu linked above, it's about sprint speed.
Tyler O'Neill is the 8th fastest player in baseball, but if you only looked at stolen bases, he's stolen 6 in 171 games. See why stolen bases aren't a good measure? -

Jeff Bagwell stole 202 bases and twice stole over 30. Yet was quoted after one of his 30/30 seasons, his 40/30 season i believe, as saying he was the 2nd slowest position player on the team in a foot race.
Speed and stealing dont always corelate.

I'm surprised they're still updating it.
