First try took out 14 strong holds that include
Tor, Cle, TB, NYY, WAS, PHI, BOS, CIN, CHC, AZ, MIL, ATL, NYM, STL. Steal fans on HOF. Know what teams need to be done with how many turns. Know when to split up fans.
My lineup used was

1B Mattingly/Musial (Do not have Ruth)
2B Robinson/Sandberg Red Diamond
3B Sandberg/Sheffield
C Rodriguez

SP Maddux
SP Seaver

If people are willing to steal fans on legend.
I found the fastest is take out the entire top half (including Red Sox, Athletics) then restart and just attack starting with the twins down.
This way you’re only repeating those 10 games.

Doing it this way, including stealing fans is about 40 games. Maybe a little less, I played a couple that ended up being extra in the trial and error process too.
