Yellow phase is the steal fans phase.

After you run out of Fans to attack with, you get a chance to steal fans. You choose the team you want to play and the difficulty of the game reflecting the amount of fans you can steal. 1 M is rookie, 2 M veteran and 3 M all-star difficulty. You play any team win the game and you’ll get that mission done.

Oh my goodness total brain fart. I've been playing Conquest since it came out whatever year that was. Yeah stealing is taking fans away from the CPU strongholds. Duh!
