How does 99 Ryan not have outlier?

Serious question? I get pitchers like Pearson have hit over 100 on a frequent basis but does anyone think Ryan would not if he had the conditioning/training that players today have grown up with?
Seems strange to not give one of the king's of the fastball an outlier quirk.
