How do players in the vault work

I know people create players that are not in game and publish them on the vault. My question is how can we use these players as our CAP? Is it possible to check the measurements of the created player in the vault to replicate them?

As far as I know, you can't use a downloaded roster or player online, only against cpu. You can load it in your startup menu, but you lose that once you enter DD.
