Am I still able to get the 4th inning bosses once the program ends if i complete some of the collections

I don’t think so. I have 900 stars so it wasn’t a concern. But I know in the past I’ve gotten other rewards for completing earlier missions. You could also buy off the market.

You can still get them but your stars will accumulate for the next inning.. plus daily missions too. So the only way to get them is by other means in that inning program

No, the only thing you can't get stars from after tomorrow is daily missions.
You will still get stars for completing moments (Vizquel/all 3 bosses from the previous inning, father's day program) you still get stars for completing the conquest maps for the 4th inning and any online missions that are not daily.

Doing any of the fourth inning player programs, collections, conquest, etc. will get you stars towards the fourth inning program. Up until the fifth inning program drops, daily challenges will also get you stars towards the fourth inning program.
