I earned the 88 card and it says completed but I only earned 70/75 points so if the program done then?

You don't need to complete all missions to hit the 105 max. Stage 1 I believe tops at 35 points, so if you got 70 in Stage 2, you're all done and the Player Programs screen will have a "Complete" banner on it.
