How do you know if you’ve completed a program? Does the green completed label appear? Do you have to accumulate ALL the stars required? Someone said for the first inning all you needed was 300 for completion but it was asking for a 1,000. Once an inning is over, can you still complete it?

The average player is meant to get to 300, that is where the boss pack is with the innings players. Completing a program is a reward for those players that play a lot more than average.
No, there isn't enough stars available once the program has ended to complete it (And by that I mean go all the way past 300 to 600 or 1000) unless you played a ton while it was live.

There are some things you can still do for inning points even after the inning is over, but normal game play goes toward the next inning once it changes. You can still do things like player programs and collections though.
