Can't open perk packs

Can someone help me understand why I can't open my perk packs? I've earned stars throughout the year, and I can't open these packs no matter what I try. My player is stuck in AA. Someone PLEASE help me!

@Bport32_XBL Where are you trying to open them? Though RTTS or in DD?

Your have to open them in RTTS, they’re in your locker

@MarioMendoza935_XBL trying to do it through RTTS, but I have tried through DD because I've heard others saying to try that.

None of this works for me I've tried deleting/making new players and I can't open any program packs no matter what. And they aren't in my inventory or dd packs either
