Allow team rebranding for all 30 teams in off season

Right now, only the team you are the GM for can be rebranded in the offseason. This option should be extended to all 30 teams. Many customers are creating custom team branding for all 30 teams and these options should be able to be amended periodically without having to restart the GM career.

I wish the rebranding extended to ALL of the presentation elements like the cut scenes showing who is due up in the next inning instead of the generic "the Show" stuff
